The Planning Board studies the resources and needs of the Town, particularly conditions affecting public welfare and safety related to land use and development. It has total responsibility for all subdivisions, for the administration of the subdivision bylaw, and for oversight of land reallocations, protection of wetlands and watershed, and review of site plans required by the town's zoning bylawsZoning Map. The Board has the primary responsibility for the writing of zoning by-laws, which must by approved by Town Meeting. The Town Planner assists the Board in its day-to-day work.

Rockport’s Planning Board consists of five elected officials, each elected for three-year terms. The Board members are Herman S. Lilja, Chairman; Edward S. Hand, Jr., Vice Chairman; Terence P. Duffy; Henry T. Betts, and Cameron L. Smith. Mary Bourguignon is the Board’s Administrative Assistant. Kirk W.
